Provincial attestation letter
An attestation letter is a document from the province or territory where a student plans to study. These letters are required for some study permit applications and are now available in Manitoba.
If you are eligible, MITT will request your provincial attestation letter from the Province of Manitoba. Once it is available, we will send an email with your provincial attestation letter to the email address used on your application.
Provincial Attestation Letter (PAL) Eligibility
Important information regarding eligibility for provincial attestation letters (PAL):
- All provincial attestation letter requests must be submitted to MITT within 30 days* of the MITT letter of acceptance (LOA) being issued. If a provincial attestation letter is not requested within 30 days of receiving the MITT LOA, MITT reserves the right to deny the issuance of a provincial attestation letter.
*Students admitted prior to April 1, 2024 may request a provincial attestation letter until April 30, 2024 regardless of the initial date of admission. - Additional/new provincial attestation letters will not be issued to the same individual unless proof of a study permit rejection from IRCC (in which the original provincial attestation letter was used for the application) can be presented. In the case of a study permit rejection where a new provincial attestation letter is required, it must be requested within six (6) weeks of receiving the study permit rejection. The request must contain a copy of the IRCC study permit rejection letter. Eligible for the first study permit rejection only. A maximum of 2 PALs per admitted student will be issued.
- Provincial attestation letters will not be issued to students admitted to an intake that begins in eight (8) weeks or less. Admitted students who have a program beginning in less than eight (8) weeks and who still require a provincial attestation letter must request (and be granted) a deferral to the next available intake prior to requesting a provincial attestation letter.
Provincial Attestation Letter Validity Period
Each provincial attestation letter issued will be valid for three (3) months from the date of issue (E.g., A provincial attestation letter issued on April 1 will expire on July 1 of the same year). The provincial attestation letter must be used by the deadline indicated in the letter. If the provincial attestation letter expires before it is used in a study permit application with IRCC an additional provincial attestation letter will not be issued.
How to Request a Provincial Attestation Letter (PAL)
To request a provincial attestation letter, please follow the below steps:
- Ensure you require a provincial attestation letter. Not all admitted students will require a provincial attestation letter. You can review the information provided by IRCC to determine whether or not a provincial attestation letter is required for your individual circumstances.
If you are still unsure whether or not you require a provincial attestation letter for your study permit application, please consult our immigration services advisors. - Confirm you are eligible to request a provincial attestation letter. To be eligible for a provincial attestation letter, you must:
- Show that you require a provincial attestation letter (see #1 above)
- Be admitted to an MITT program that begins in more than eight (8) weeks
- Request your provincial attestation letter within 30 calendar days of receiving your letter of acceptance (LOA) from MITT
- Be requesting a provincial attestation letter for the first time (except in the event of a study permit rejection where a second provincial attestation letter will be considered)
- (If requesting a second provincial attestation letter) Provide a copy of your study permit rejection from IRCC that was based on your initial MITT-issued provincial attestation letter
- Verify that ALL personal information (i.e. name, date of birth, mailing address) in your application hub account is correct. If corrections are needed, please email admissions@mitt.ca and make the necessary changes prior to requesting your provincial attestation letter. You are responsible for ensuring that your personal information is correct before requesting your provincial attestation letter. MITT will not re-issue provincial attestation letters due to incorrect information.
- Once you’ve confirmed that you are eligible for a provincial attestation letter, follow these steps to request it:
- Email PAL@mitt.ca from the email address associated with your MITT application
- In the subject of the email, please state “PAL request for [Student Full Name], MITT Student ID [MITT Student ID]”
- In the body of your email, include the following information:
- Your full name as it appears on your passport
- Your MITT Student ID
- The Intake (i.e. Spring 2024, Fall 2024, Winter 2025, etc.) that you have been admitted to
- The program you have been admitted to
- Once submitted, please allow five (5) business days for your provincial attestation letter to be processed. Once ready, it will be sent to the email address associated with your applicant account and be available for download via the Application Hub.
Requests received from third-party email addresses not associated with your MITT application account will not be processed.
