- Submit your deferral request at least 30 days before the program start date.

- Meet all outstanding conditions of your original offer (e.g., providing final transcripts)

Apply for a study permit
It is your responsibility to apply for a study permit and submit it to MITT on time.
After receiving your Letter of Acceptance (LOA) and Provincial Attestation Letter (PAL), use these to apply to Immigration, Refugees, and Citizenship Canada (IRCC) for a study permit.
For details, visit our Study in Canada page. You can also consult an IRCC office, a Canadian Embassy or Consulate, or the IRCC website.
Deadline:
- You must provide proof of a valid study permit by the deadline indicated in your LOA.
If you cannot meet this deadline, you may request a one-time deferral to the next intake by emailing admissions@mitt.ca.
For details, see the Admission Deferrals section above.
Request a provincial attestation letter (PAL)
A provincial attestation letter (PAL) is a document from the Province of Manitoba required for some study permit applications. After receiving your LOA, if you’re eligible, MITT will request one on your behalf and email it to the address you used on your application.
Here’s what you need to know:
- Timing matters: You must request your PAL within 30 days of receiving your MITT Letter of Acceptance (LOA). Miss that window, and we may not be able to issue one.
- One PAL per person—mostly: A second PAL will only be issued if:
- Your study permit was refused and the PAL was part of that application (you’ll need to show your IRCC refusal letter), and
- The request comes within six weeks of your rejection.
- Or you’re a current MITT student applying to extend your study permit (proof required).
- Maximum of two PALs per student.
- Watch your intake date: If your program starts in eight (8) weeks or less, a PAL won’t be issued. In that case, you’ll need to request (and be granted) a deferral before you can request a PAL.
Each PAL is valid for up to six months from the issue date (e.g. April 1 = valid until October 1). If it expires before you submit your study permit application, a new one will not be issued. So use it while it’s fresh.
How to Request a PAL
Before you request a PAL, check the following:
Step 1: Do you actually need one?
Not every student does. Check IRCC’s guidelines. Still unsure? Our Immigration Services Advisors can help.
Step 2: Confirm your eligibility
To request a PAL, you must:
- Need one, based on IRCC rules.
- Be admitted to a program that starts in more than eight (8) weeks or be a current MITT student with a valid MITT-issued study permit.
- Request it within 30 days of your MITT LOA.
- Be requesting your first PAL, or a second due to permit refusal (see above), or for a valid extension.
- Make sure your personal info (name, birthdate, address) is 100 per cent accurate in your Application Hub (future students) or Student Portal (current students). Errors? Email admissions@mitt.ca to correct them before requesting your PAL. We can’t reissue a PAL because of typos.
Email PAL@mitt.ca using the email linked to your MITT application.
Use this subject line:
PAL Request for [Your Full Name], MITT Student ID [Your ID]
And include the following in the body:
- Your full name (as it appears on your passport)
- Your MITT Student ID
- The intake you’ve been admitted to (e.g. Fall 2024)
- Your program name
You’ll hear back within five (5) business days. Your PAL will be sent to your email and uploaded to your Application Hub.
Requests sent from third-party email addresses not tied to your MITT application account will not be processed.
